Universal Education on TQM Knowledge
In 1986, in response to the Temporary Measures of Total Quality Management (TQM) of Industrial Enterprises issued by the former State Economic and Trade Commission, Universal Education on Basic TQM Knowledge was carried out among national quality association system. By the end of last century, over 30 million staff of enterprises had received training and passed the national exam with a certificate. Universal education plays an important role in promoting TQM in enterprises, enhancing quality awareness and the qualities of staff, and exerts an extensive and far-reaching impact among enterprises and society as a whole. In 2001, to assist domestic enterprises in meeting the challenges of changes in economic situation and market competition and to implement national policy of invigorating China through technology and quality, a new round of Universal Education on TQM Knowledge was launched under the calls of former State Economic and Trade Commission, State Administration of Quality Supervision, Inspection and Quarantine, All-China Federation of Trade Unions and the Central Committee of Chinese Communist Youth League. With organization of CAQ, this project was implemented by the whole national quality association system. Through various forms of activities over the years such as teachers development, staff training and knowledge contest, nearly 10 million staff got trained among which over one million passed national exam. Universal education improves quality awareness and capability of enterprise staff from the root and assures the improvement of domestic enterprise' quality level and international competitiveness.
