Zhan Chunxin-Zoomlion

In September 1992, Zhan Chunxin led 7 technicians of Changsha Construction Machinery Research Institute to found Zoomlion Heavy Industry Science & Technology Development Co., Ltd. The company grew to one of China’s leading enterprises of construction machinery with annual increasing rate of 60% from the first loan of half million Yuan (80 thousand US dollars). The company became A and H shares listed company with total assets of 80 billion Yuan (12.5 billion US dollars) and 30,000 employees, ranking No. 7 among the global construction machinery enterprises.

Zhan Chunxin led the company to apply the Performance Excellence Model, improved the operational quality at various fields related to leadership, strategy, market, resource, process management and improvement, and enjoyed excellent business result. In 2010, the company won the first Hunan Governor Quality Award, and he won the Hunan Governor Quality Award in the following year.

Zhan Chunxin announced that human resource is the first capital; the human self is the core of human resources and the scarcest resource in building global competitiveness. The company established a flexible Trust Management Model with the premise of self-disciplined, the basis of trust and the scale of system. The theory of personnel training ensured the persistent vitality of human ladder, continuous improvement of people’s quality and sustainable development of business.

Zhan Chunxin believes that strategy determines corporate direction, rhythm and intensity. He believes that an excellent strategy is key to sustainable development of the business. Thereby the company made research on global development trend, challenged the company in global severe situation, intensified the foresightedness of strategy, and ensured the right direction of corporate development.

The company defined the strategy of three levels from the group, the business unit to the functional departments, emphasizing planning, directing, supporting in sequence. The strategy had stratified levels, precise purposes and close coordination. The company established a strategy committee composed by top leadership, who broke down strategic objectives into action plans in the systematic processes, realized the purposes in the shortest path, and improved the feasibility of the strategy.

As to management structure, Zhan Chunxin established an operation model suitable to globalization development. In the structure, CEO was a point, sub-leaders and functional department were lines, and business divisions were surfaces. He utilized a 50 Characters Management Policy to control the whole situation. The general thought was “point controls lines, lines connect surfaces, surfaces run through lines, and surfaces interact point.” the thought of functional department was “integration of resources, management of objectives, monitoring processes & coordinating services”, the thought of business division was “centralize decision making & deal independently at human, finance, material, production, purchasing, sales and distribution.” The policy consummated fundamental system and management order, indicated right and responsibility, unobstructed information, strengthened stimulation and supervision, as well as checked abuses in traditional business divisions.
According to the management policy of “Quest for Excellence, Protect Environment, Safe & Health and Sustainable Development”, Zhan Chunxin guided the company innovate quality management theory and management model concerning with quality purpose, objects and scopes, and management methods. The company unified quality methods, and stretched the scopes to all value chains including R&D, purchase, manufacture, assembly, package, transportation, sales, after-service, maintenance, and recycling, which formed a loop of quality value chain. From 2007, the company introduced Zero-Defect which means Doing  Right Things Right the First Time”. It seeks the gap, optimizes the process, improves the quality related to quality market prediction, supplier management, designs changes, process inspection, and human resource, which regulates the internal quality control and improves the production efficiency.

Zhan Chunxin guided the company to build up the marketing practice of requirement- oriented and value-added to customer. The company insisted in human focus and inspired all staffs to improve the competitive advantages at quality, cost and delivery.

Besides, Zhan Chunxin asserted that enterprise should exist beyond the profits, realize its social value, and undertake its social responsibilities. He initiated concerning activities such as Love Changes Destiny and Internal Relief Fund. Owing to the performance at 2008 earthquake relief, the company was awarded the titles of National Earthquake Relief Hero Group and Earthquake Relief Advanced Base Organization.
